Besides examining how the organisers implement these principles, we will also survey parents' experiences and the impact on them as childcare users. Childcare users have either only known about the 'order = pay' principle, or they were already using childcare before and have therefore also experienced the introduction of the principle. Both target groups will be reached.

This study aims to evaluate the 'order=pay' principle, based on how it is implemented in practice and what parents' experiences and findings are in this regard.

The study consists of two parts:

1. Examining how the childcare plan is shaped in practice:

How? Through an online survey of a sample of childcare providers of infants and toddlers.
From whom. A sample will be drawn from income-qualified sites. A number of characteristics have been taken into account (e.g. family/group care, regional distribution, capacity,...). In this way, we expect to get as realistic a picture as possible of how the sector engages with reception plans.
When. Reception sites will be contacted via email in early March 2016.
2. Parents' experiences

How. Interviews will be conducted with several parents currently using childcare.
With whom? Parents will be contacted through the organisers. The childcare locations will be redefined through a sample, taking into account a number of characteristics (family/group care, capacity,...)
When. In March 2016 and April 2016.
The final report will be finalised by the end of June 2016.
