The city of Harelbeke and Artevelde University of Applied Sciences are collaborating to develop a future-proof vision and action plan for after-school care and activities (BOA). The project, in line with the Flemish BOA decree, focuses on inclusivity and social cohesion.
Need and relevance
The BOA decree, implemented in 2019, challenges local governments to rethink and optimize after-school care. This is crucial to: • Provide children with opportunities to play and develop, • Support parents in balancing work, family, and education, • Strengthen social cohesion and equal opportunities. Harelbeke needs an integrated policy plan that addresses the needs of children, parents, and childcare providers. This project responds to that need.
From approach to impact
The project is structured into several phases: 1. Analysis and collaboration: Comprehensive assessment of Harelbeke's current BOA landscape from a multi-actor perspective. 2. Pilot projects and evaluation: Creation and testing of innovative care models in real-life settings. 3. Implementation and advice: Development of an action plan with practical recommendations for integration into Harelbeke’s strategic multi-year plan. Through pedagogical coaching, participatory networks, and expertise from the Early Childhood Education program, this project delivers sustainable solutions with impact for children, parents, and care providers in Harelbeke.
