Extracurricular opportunity: the decree on out-of-school care and activities in practice

The decree on out-of-school care and activities (BOA) has been in force since 2019. How can local governments put this into practice? How can the BOA decree provide opportunities for every child and family?

In this Practical Scientific Research, attractive concepts are created to put the decree on out-of-school care and activities (BOA) into practice. The focus here is on both the process (how is this done in cooperation with various local actors) and the content. How can the BOA decree provide opportunities for every child and every family and with a focus on pre-school care.

The study will have the following sequence in the coming academic year:

Deepening in direction and local cooperation
Deepening whether and how talent-oriented work creates connections at meso and micro level at local level
Creation of possible concepts based on insights from PWO 2021_2022 and collaboration and talent-focused working.
Sharing of preliminary insights and creations.

Purpose BOA decree

The Flemish government has opted for an ambitious plan for out-of-school care and activities of cities and municipalities in 2019:

Every child can develop their talents and participate in activities.
Every parent can participate in the labour market and/or an education.
A range of out-of-school care and activities is created that is accessible and affordable for everyone.

The decree thus contributes to a harmonious society.
