Recent surveys show that the Flemish government scores poorly on this. Stakeholders (citizens, associations, ...) demand more participation and react more critically to (decided) policies. Governments, but also private organisations, SMEs and companies, often do not know how to deal with this changed reality.
Back in 2001, the Dutch central government developed the methodology and vision Factor C , which states that policy should be communicative, i.e. environment-oriented. Arteveldehogeschool is currently running a seeding project to map the thresholds and success factors with regard to Factor C in Flemish government institutions.
The strategic project 'From Factor C to C-light' builds on this seed project. The aim of this project is twofold. On the one hand, the project team wants to use the insights from the seed project to develop a methodology that is adapted to Flemish users, i.e. policymakers, project leaders and communication officers, but also SMEs and other organisations. The methodology should optimally meet the needs of the users. The project team develops adapted method(s) and tests them among the stakeholders. Based on the user experiences, we optimise this into a user-friendly tool for communication policy for governments, organisations, social profit and SMEs. Similarly, the project team wants to develop a guidance method to help users work with the methodology.
