Methodical framework integrated broad reception
Flanders has a wide range of assistance and services in the welfare and health sector. Here, there are first-line services with a low-threshold and broad profile, including OCMW, Centres Algemeen Welzijnswerk (CAW) and Services Maatschappelijk Werk van de mutualiteiten (DMW). And yet, a significant part of the population with requests for help is not reached.
In particular, this applies to the most vulnerable. To overcome this, via the Flemish Government's Local Social Policy Decree, Department of Welfare, Public Health and Family (2018), the Integrated Broad Reception (GBO) in front-line organisations is currently being developed in all Flemish cities and municipalities. OCMWs, CAWs and DMWs are core actors in this. GBO must ensure an accessible reception in these first-line organisations, a good clarification of questions and indication. And towards vulnerable groups, proactive and outreach work is needed. The organisations involved are searching for what a GBO operation can look like in practice. With this project, we develop a framework to support services and practitioners in methodically developing their GBO. East Flanders serves as a development case study here. Through design thinking, we will create a GBO test together with practitioners. Each GBO practice will have to be tailored to its specific context, own organisation, environment, etc. The test must enable organisations and practitioners to give shape to GBO in practice. This test is based on the vision of GBO and underpinned by scientific study. Through a development group with practitioners from the three core actors, this test will be designed and tested. During the project, these practitioners will simultaneously shape their GBO methodology through the GBO test. A cyclical process of developing, testing and adjusting together will eventually result in a GBO test that is ready to be widely tested.
