Social workers in Public Social Welfare Centres spend most of their time on administration. Counselling, their core task, accounts for less than 20%. This project maps these processes and develops proposals to simplify them.
Need and relevance
Administrative pressure has grown over the past decade due to policy changes, extra obligations and crises. This limits holistic and participatory counselling. Existing studies highlight the issue but lack insight into the lived experiences of social workers and clients. Without this knowledge, targeted solutions are hard to design.
From approach to impact
We analyse administrative steps in social assistance and explore how social workers and clients experience them. Based on this, we propose concrete recommendations for local authorities and the federal government. The aim: streamlined processes that free time for quality counselling and emancipatory support.
